DESCRIPTION:Targeting the Addictiveness of Smoked Tobacco in New Zealand\nNicotine is the primary constituent in cigarettes responsible for maintaining smoking behavior. In December 2021\, the New Zealand (NZ) Government launched the Smokefree Aotearoa 2025 Action Plan\, outlining a strategy to reduce smoking prevalence to less than 5% by 2025. The plan is world-leading with transformative goals including: 1) eliminate health inequities in smoking rates and smoking-related illness; 2) ensure youth never start smoking tobacco; and 3) increase quitting in people who smoke. A major component of the initiative is to mandate a low nicotine product standard for smoked tobacco. Similarly\, in the United States\, the Biden administration recently announced its intention to pursue a low nicotine product standard for cigarettes and other combusted tobacco products\, reviving a pillar of the Comprehensive Framework for Nicotine and Tobacco Regulation announced in 2017. SUMMARY:WEBINAR: Severe Mental Disorders and Tobacco Dependency
DESCRIPTION:Tobacco use prevalence is particularly high in people with severe mental disorders. Such individuals also smoke more heavily\, have more severe nicotine dependence\, and face worse health outcomes as a result of tobacco. Although smoking is one of the most common modifiable unhealthy behaviours among people living with severe mental illness\, benefits of smoking cessation programmes have not been extended to this population. There has been almost no reduction in smoking prevalence among people with SMI\, even in high income countries\, despite the dramatic reduction in smoking rates in the general population that has occurred during the past 40 years. The reasons for this include “diagnostic overshadowing” whereby physical health is neglected in the presence of a mental illness diagnosis; and the unsuitability of interventions designed for the general population that are predicated on high levels of cognitive function\, literacy\, health literacy\, motivation and self-efficacy\, all of which may be compromised by severe mental illness.

SUMMARY:Common Misconceptions about Tobacco Control in South Asia
DESCRIPTION:The South Asian region occupies a unique place in global tobacco control because of a broad spectrum of widely used tobacco products and the consequent mix of local and transnational tobacco industries. Cigarette use is especially high among males in many countries\, while bidis are widely used in India\, Bangladesh and Sri Lanka\, and are very inexpensive. Smokeless tobacco use is a global problem\, but the bulk of use is in South Asia and there is emerging promotion of newly developed tobacco and nicotine products across the region. Despite interference from tobacco industry and many other challenges\, this region has achieved remarkable successes in tobacco control\, including large pictorial warnings that cover up to 80%–90% of the pack in some countries\, stringent rules on depiction of tobacco in movies\, bans on advertising and promotion\, and smoke-free public places.

SUMMARY:A Fireside Chat – The Impact of Evidence in a Pandemic
DESCRIPTION:The global COVID-19 pandemic is an unprecedented crisis that has required rapid generation of research evidence to improve policy and practice in health\, social care\, and other settings. To meet this need\, the researcher community has been mobilised more rapidly than ever seen before. This has created a difficult environment for policymakers and implementation actors to navigate. Particularly\, as observed in UKCDR and GloPID-R’s COVID-19 Research Project Tracker\, thinly spread global funding has\, in some instances\, resulted in a proliferation of small\, underpowered studies without impact. Tied to this\, historically\, researchers have struggled to disseminate their research to an audience beyond their disciplinary silos and connect to those who can effect change. \nThe pandemic has acted as a watershed moment\, not only in this increased need to produce actionable evidence with clear routes to impact\, but it has also logistically changed the game in how researchers interact with policymakers\, civil society and other implementation actors. Researchers have had to be flexible and adapt their plans to changing restrictions. This has frequently resulted in locally-based researchers in Low- and Middle-Income Country (LMIC) settings taking the lead in dissemination and policy engagement activities.

DESCRIPTION:The regulation of tobacco and substances that have traditionally been Illicit (e.g.\, cannabis) are heading in opposite directions with tobacco policies heading toward sales bans\, while many jurisdictions have moved to legalise cannabis. This convergence in control approaches offers opportunities for policy researchers to learn from the illicit drug policy field in reforming the regulation of tobacco. This includes issues related to the illicit tobacco market and also new models of supply that are more restrictive than the current options for tobacco products.
